County of Mono Mental Health Services Act and Community Services and Supports Plan

MHSA funds are intended to be used to fundamentally transform how mental health services are conceptualized and delivered in California. Funding provided through MHSA will be used to transform the current mental health system from one that focuses primarily on clinical services into one that realizes the Recovery Model. In the Recovery Model, people with mental Illness work together to help themselves live, work, learn and participate fully in their communities. In the Recovery Model, the role of mental health professionals is to enter into partnerships with their clients and families to provide, under client and family direction, whatever it takes to achieve these objectives. We must prepare a plan that describes how we intend to utilize MHSA funds to realize this system transformation in Mono County.

Given that Mono County Mental Health is now primarily a clinic service, we can use this planning process to reconsider our current approach to service delivery. We can also use the required analysis of current utilization of our services with respect to eligibility for MHSA to review our current policy and procedures regarding eligibility for mental health services.

This new approach to mental health services is expected to accomplish specific outcomes that will be the basis for evaluating our proposal for MHSA funds. These outcomes include:

  • Supporting clients in meaningful use of time and capabilities, including things such as employment, vocational training, education, and social and community activities
  • Safe and adequate housing, including safe living environments with family for children and youth; reduction in homelessness
  • A network of supportive relationships
  • Timely access to treatment services, including crisis intervention
  • Reduction in incarceration in jails and juvenile hall
  • Reduction in involuntary services, reduction in institutionalization, and reduction in out-of-home placements
