For Mandated Reporters

  • 1. Call the Hotline to report as soon as possible.
  • 2. Complete the SOC 341 form (also linked below).
  • 3. FAX the completed form to: (760) 924-1721.

Adult Protective Services (APS)

The Adult Protective Services (APS) Program helps protect older adults and people with disabilities from abuse, neglect, or being taken advantage of. APS helps those who are unable to care for themselves or protect their own interests. The services are free and available to everyone, regardless of income or assets.

Whenever possible, APS works to keep older adults or people with disabilities safe in their own homes. This includes helping them take care of themselves or connecting them with local resources.

 

Quick Facts:

  • What is an Elder? An Elder is someone who is 60 years old or older.
  • What is a Dependent Adult? A Dependent Adult is someone between 18 and 59 who has physical or mental challenges that make it hard for them to care for themselves or protect their rights.
  • What is Abuse? Abuse occurs when someone, such as a caregiver, causes harm, pain, or mental suffering to an elder or dependent adult. It can also include taking away necessary services or items that help them stay safe.
  • What is Neglect? Neglect happens when someone responsible for an elder or dependent adult fails to provide the proper care or support they need, which any reasonable person would do in the same situation.
